Funding received and invested by year

Since 2023-24, Albany Unified has received $1,511,736 in Prop 28 funds and invested $979,578 in arts education for students.

In the first year, 2023-24, funds were carried forward while the district gathered staff input and planned programs. Investment grew each year after, and in 2025-26 the district put carried forward funds to work, investing more than that year’s award to expand arts staffing at every school.

In both years with expenditures, the share invested in arts educators and staff exceeded the 80% state requirement.

Funds are allocated by school site and benefit students at that site. Every school increased its arts investment from 2024-25 to 2025-26. Elementary investment roughly tripled, bringing both visual art and music instruction to every elementary campus.

How Prop 28 funds may be used

  • Funds are restricted to arts education and add to, rather than replace, existing arts funding.
  • Funds may support arts education staffing, supplies and materials, training, partnerships, and contractors.
  • At least 80% of funds spent must employ certificated or classified district staff who provide arts education.
  • Up to 20% may support other arts expenses, including training, supplies and materials, partnerships, and outside contractors.
  • No more than 1% may be used for administration.
  • Funds are allocated by school site and must benefit students at that site.
  • Funds may be carried forward for up to three years, with required spending plans, reporting, and certification.

Figures reflect actual expenditures reported to the California Department of Education (Fund 010, Resource 6770), rounded to the nearest dollar. A small shared elementary adjustment is not shown by school. Albany Unified completes annual Prop 28 reporting and an independent audit to certify appropriate use of funds. Questions?
